But the Same Country Amended Itself. The 13th Amendment ended slavery in 1865. The 14th wrote equal protection into the Constitution in 1868. The 15th opened the ballot in 1870. The Civil Rights Act of 1964 finished what those amendments started. The country wrote the tools of its own correction into its founding document, and then it used them.
