#KMT #DroneIndustry KMT has introduced the Drone Industry Development Act, proposing NT$240 billion, which is NT$30 billion more than the DPP administration’s proposal, to accelerate the development of Taiwan’s drone industry. KMT calls on lawmakers across party lines to support the bill and work together to build a strong, secure, and globally competitive drone industry, one that can become Taiwan’s next strategic pillar.

During Chair Cheng’s U.S. visit, she was invited to attend a public conversation at Asia Society’s New York headquarters. She exchanged views with American friends from the policy and academic communities on cross-strait relations and regional peace. The conversation was moderated by Orville Schell, Director of Asia Society’s Center on U.S.-China Relations, and joined by Daniel Russel, former U.S. Assistant Secretary of State and Distinguished Fellow at the Asia Society Policy Institute. As this was a public ticketed event, the organizers shared with us that tickets had sold out early. Nearly 300 participants from the policy, academic, university, and media communities attended. We felt honored by the strong turnout, which reflected the international community’s close attention to developments across the Taiwan Strait. Chair Cheng has always believed that while cross-strait peace is difficult, Taiwan must face this challenge. In the face of a changing international environment, Taiwan cannot place its hopes solely in the hands of others. It must have the courage to shoulder responsibility itself and actively open a path for the next generation, one that leads Taiwan away from war. Chair Cheng also shared with the audience that, throughout history, the KMT has created many miracles. What once seemed like “impossible missions” were achieved one after another: overthrowing imperial rule, establishing Asia’s first democratic republic, leading the nation through the eight-year War of Resistance, creating an economic miracle, advancing democratic transformation, and laying the foundation for Taiwan’s high-tech industries. At the invitation of AIT Director Raymond F. Greene, Chair Cheng Li-wun attended the AIT U.S. National Day Reception this evening, joining representatives from foreign missions and distinguished guests from various sectors in celebrating the 250th anniversary of the founding of the United States. Over the past 250 years, the United States has made profound contributions to the world in the fields of democracy and freedom, technological innovation, and higher education, while continuing to inspire people from around the globe to pursue their ideals and create meaningful change. Chair Cheng expressed her hope that Taiwan and the United States will continue to deepen exchanges and cooperation, and work together to promote regional peace and prosperity. Chair Cheng also shared with Director Greene that it has been nearly twenty years since her last visit to the United States, and that she is especially looking forward to her upcoming trip and exchange engagements. She was pleased to meet AIT’s Deputy Director, as well as several female representatives stationed in Taiwan from Canada, Malaysia, Sweden, and other countries, whose professionalism and leadership in international affairs and public service reflected the growing influence of women around the world. #2026PeaceVisit #和平之旅 On 4/10, KMT Chairperson Cheng Li-wun met with CPC General Secretary Xi Jinping as the two parties resumed high-level dialogue after almost a decade at a moment of global uncertainty. Cross-strait peace is not only vital for regional stability but also in the fundamental interests of the international community. Chair Cheng reaffirmed that peace must be sustainable and institutionalized. Both sides should work toward durable frameworks that prevent conflict and ensure long-term stability. This vision looks beyond the Strait. By jointly advancing mechanisms for conflict prevention and exchange in areas such as technology, public health, and sustainability, cross-strait engagement can serve as a constructive model for addressing global challenges. The visit also delivered tangible outcomes. A set of ten new preferential measures was announced to support Taiwan compatriots and businesses, covering youth development, agriculture and fisheries, tourism, and small enterprises. These measures aim at improving public welfare and deepening people-to-people connectivity. Efforts to discredit such cross-strait interactions only deepen division and undermine opportunities for stability. In a time of rising division, this visit points to a different path: pragmatic engagement, step-by-step trust-building, and a long-term commitment to peace, not only for the Taiwan Strait, but as a contribution to regional stability and the broader international order.

Regarding deliberations on the draft Defense Special Budget Act, KMT Culture and Communications Committee Chair Wu Tsung-Hsien, Deputy Chair Yin Nai-Ching, and party spokesperson Niu Hsu-Ting held a press conference today to further explain the party’s position. KMT has always been supporting arms procurement from the United States. Any Defense Special Budget must meet three principles: it must align with Taiwan’s real operational needs, complete the armed forces’ formal planning and approval procedures, and receive formal U.S. approval through an official LOA. We also believe government-to-government FMS should be prioritized for transparency and stability, while DCS and domestic projects must be subject to strict scrutiny and, where appropriate, handled through the regular annual budget process. Bundling FMS arms sales together with commercial and domestic items into a single package will dilute legislative oversight, risk wasteful spending and reduced accountability. We will support eligible FMS items in stages as LOAs are issued, while insisting on a clearly defined overall spending cap and rejecting any “blank check.” We will continue working to ensure effective defense cooperation with the United States and responsible oversight on behalf of the public.

“Remembrance is not only about mourning the past, but also about reaffirming the democratic values that emerged from Taiwan’s historical experience.” Today Chair Cheng laid flowers at the Taipei 228 Memorial to commemorate the victims of the 1947 February 28 Incident, together with representatives of civic groups. Chair Cheng said the anniversary is a reminder that constitutional democracy exists to restrain state power and protect individual rights. She noted that the tragedy occurred in the context of post-war instability, economic disruption, and governance failures, underscoring the importance of accountable government and public trust. “Constitutional democracy exists to restrain state authority and protect individual rights,” Chair Cheng said. “Its fundamental purpose is to ensure that political power remains accountable to the people.” She further emphasized that Taiwan’s system of local self-governance, achieved through decades of institutional development, reflects the island’s democratic resilience. Active participation in elections, she said, remains one of the most meaningful ways to honor the sacrifices of the past. Chair Cheng concluded that preserving Taiwan’s democratic system while promoting stability across the Taiwan Strait is critical to preventing historical tragedies from recurring.

Chair Cheng met with Singapore Representative Foo Teow Lee to exchange views on cross-strait developments and regional stability. Both agreed that peace across the Strait is vital not only to regional security, but to global stability. Representative Foo emphasized that genuine understanding must be built on dialogue at all levels and across generations. We sincerely appreciate the support expressed by members of the U.S. Senate for Taiwan and their continued interest in Taiwan’s defense and cross-strait stability. These remarks reflect the strong commitment within the U.S. Congress to Taiwan’s security, and KMT takes these views very seriously. In response, we would like to offer the following clarifications: 1.KMT has consistently supported strengthening defense power, including ensuring that the defense budget is both reasonable and efficient. We regret that some recent information may not have been fully conveyed, and we welcome the opportunity to clarify the relevant facts. At the same time, we emphasize that responsible defense spending must be accompanied by transparency, fiscal discipline, and appropriate legislative oversight, in order to avoid inefficiencies, misallocation of resources, and the recurrence of past corruption incidents under the ruling Democratic Progressive Party. 2.Following amendments to the Military Personnel Pay Act, monthly allowances for voluntary service members in the R.O.C. Armed Forces could be raised from approximately NT$13,000–15,000 to NT$30,000. This adjustment represents a substantial improvement in the treatment of military personnel and will result in an estimated annual budget increase of approximately NT$30 billion. 3.These amendments were supported and advanced by KMT legislators with the objective of improving morale, strengthening recruitment and retention, and ensuring the long-term sustainability of the volunteer force. However, it is a matter of public record that the DPP did not support this amendment and the government did not incorporate the corresponding funding into the general budget after it has been passed into law. 4. In comparative perspective, U.S. military personnel operate under a more comprehensive compensation framework, combining base pay with allowances and benefits designed to sustain a professional force over long-term service. This comparison highlights the importance of continued efforts to improve the welfare and treatment of ROC’s service members in a manner commensurate with their responsibilities and the increasing demands placed upon them. 5.Finally, KMT emphasizes that legislative oversight and fiscal responsibility are essential to long-term defense planning. While multi-year defense budgets may support strategic continuity, they must be accompanied by detailed planning, clear allocations, and effective oversight to prevent waste and inefficiency. In addition, ongoing delays in the delivery of critical military equipment underscore the need for realistic planning and accountability. Once again, we thank members of the U.S. Senate for their valuable input. KMT remains fully committed to safeguarding Taiwan’s security, strengthening our defense capabilities, and also engaging constructively through dialogue to advance peace and stability across the strait.

On the 38th anniversary of Chiang Ching-kuo’s passing, Chair Cheng led KMT officials to pay tribute to a leader who devoted his life to the Republic of China and its people.
