State Police: Zamfara Is Already Bearing The Cost By Suleman Ahmad Tudu The Nigerian Senate has recently passed a Bill establishing both the Federal and State Police. The realities that necessitated this landmark constitutional amendment are too glaring to ignore. Over the years, Nigeria has faced multidimensional security challenges: separatist violence in the Southeast, insurgency in the Northeast, communal clashes in the North Central, cultism and armed robbery in the Southwest, militancy and vandalism in the South-South, and the devastating banditry and kidnapping in the Northwest. The threats are varied, entrenched, and nationwide. The hard reality is that nowhere is safe in Nigeria today, and no one is spared. Even areas once considered relatively secure are no longer insulated. The menace spreads rapidly and respects no boundaries. These growing challenges seem to have outpaced federal response capacity, leaving many communities helplessly exposed and grossly under-policed across the country. The post-debate surrounding the passage of the State Police Bill has been intense. Some see it as a game changer, while others remain skeptical. Most critics argue that state governments lack the financial and institutional capacity to run State Police. A second fear is that the police could become instruments of political oppression in the hands of governors. These concerns are, to some extent, genuine and fair. However, I will say without mincing words that Zamfara is the clearest case for why State Police should not be further delayed on that account. The current leadership in the state has demonstrated sufficient political will and can serve as a model for what subnationals are capable of doing. Under Governor Dauda Lawal, Zamfara State has undertaken critical security reforms that strengthen institutional capacity and integrity in security management. The state has also been bankrolling all security formations with operational vehicles, logistics, and other essential assets. Out of foresight, Governor Lawal established the State Security Trust Fund to mobilize resources for anti-banditry operations. To date, the State, through the Fund, has procured over 200 vehicles, including about 30 armoured personnel carriers, and over 100 motorcycles. All of these assets have been deployed to security agencies across the state. Beyond equipment, the state government has been providing fuel and other operational logistics to all security agencies. It has also reconstructed several police stations and police quarters and procured advanced surveillance drones to strengthen intelligence gathering. To complement conventional forces, the state established a local security outfit, the Zamfara State Community Protection Guards, known as “Askarawa.” The outfit has recruited over 2,000 locals. In addition, hunters from Maiduguri with extensive counter-terrorism experience have been engaged to form a hybrid security force. The state is hundred percent funding their capital and recurrent expenses. It is therefore not out of place to say that Zamfara is already bearing the cost of security, even without constitutional control over the Police or other federal security agencies. Creating State Police will therefore not be an additional burden on the state, but merely a formalization of an existing responsibility. It is my firm belief that our security challenges are local and therefore require local solutions. As Governor Lawal often says: “Nobody will come and fix them for us. We will do it ourselves.” Now imagine the Askarawa constitutionally backed as State Police, with more sophisticated training, a better arsenal, and a closer chain of command. They already possess superior knowledge of the terrain compared to federal officers who might be posted to the state. The True Cost of Outside Consultants I've noticed a trend making a comeback lately. Companies are once again hiring outside consultants to solve team problems, improve project performance, identify inefficiencies, and "fix" struggling operations. If you've been in construction long enough, you've seen this before. In the early 2000s, consultants seemed to be everywhere. They analyzed operations, built dashboards, delivered reports, and presented recommendations. Then budgets tightened, and many companies decided they could no longer justify the expense. Now the pendulum is swinging back. This may be an unpopular opinion... The true cost of hiring outside consultants is often much higher than the number on the proposal. Before anyone jumps to conclusions, let me be clear. We do consulting. And there are absolutely situations where an outside perspective is invaluable. A fresh set of eyes can uncover blind spots, challenge assumptions, and accelerate improvement. But here's the question every executive should ask: What happens after the consultant leaves? If your team still depends on outside experts every time a problem arises, did you really solve the problem? Or did you simply rent the solution? Too often, consultants become the bridge between executives chasing KPIs, dashboards, and quarterly metrics and the field teams doing the work every day. The reports look great. The charts are impressive. The presentations are polished. But six months later... The same problems return because the people closest to the work were never equipped to solve them themselves. They were just left knowing their management team did not feel they could resolve the issue themselves, a vote of no confidence in them. Morale begins to deteriorate. The best consultants don't create dependency or deplete morale. They build capability. They don't just identify problems; they teach your people how to recognize those problems in the future. They don't just implement systems; they train your team to own them. They don't just improve today's project; they improve every project that follows. That's the difference between buying expertise and building it. If your consultants leave your organization stronger, more knowledgeable, and more self-sufficient, you've made an investment. If they leave with all the knowledge, you'll be hiring them again sooner than you think. Train your people. Build internal leaders. Create systems your team can sustain. That's where long-term performance and long-term profitability come from. Please stop Renting The Solution and hiring outside consultants every time an issue comes up! We always strive to equip and train the teams we work with to train their own staff using our tools going forward. What do you think? Worsening Leadership Crisis in the Country Now Evident The ultimate cost of uncompassionate leadership, as evident in the country today, is turning citizens’ frustration into deep, volatile resentment. It is even more traumatising when the leader presiding over that collapse demonstrates clear incapacity and a lack of compassion. The government and people of Oyo State, more than 50 days after the abduction of the schoolchildren without any tangible effort toward their rescue, should rightly feel bitter and abandoned. Since this unfortunate incident, I have spoken publicly about it twice, including appealing directly to the kidnappers to release the children. I also called the Governor twice to assure him of my solidarity, understanding that this issue is not just an Oyo problem but a Nigerian tragedy. On Friday, July 3, I decided to travel to Ibadan with Prof. Pat Utomi to express solidarity with the Governor, as more than 50 days had elapsed without the rescue of the children and with numerous others still being held captive across the country. During our two-hour meeting, I shared my experience in addressing insecurity as Governor of Anambra State. I recalled how President Olusegun Obasanjo, and later Presidents Umaru Musa Yar’Adua and Goodluck Jonathan, would personally call us several times whenever we faced major security challenges. But, to my utmost shock, I discovered that, contrary to my assumption that they had been in regular communication over the matter, Governor Seyi Makinde had not received a single call from President Bola Tinubu. I remember the only case of a school kidnapping during President Goodluck Jonathan’s era - the Chibok girls. It drew local and international attention. Even though the security agencies provided almost daily updates on their efforts, Nigerians and the rest of the world were outraged that it took President Jonathan over two weeks to call the then State chief Executive. I vividly recall that the current President, Bola Tinubu, led a team of vocal critics who called for President Jonathan’s immediate resignation over the incident, citing his delay in calling the state governor. That call for IMMEDIATE RESIGNATION should actually be the case in this matter. Today, under President Tinubu, there have been more than 13 school kidnappings, yet the President has found it difficult to call the affected state’s chief executive after more than 50 days (over 7 weeks). This is outrageous. I suspect the same may also have been the case in other school kidnapping incidents. I cannot imagine any issue more important than the lives of our kidnapped children, their teachers, and the many other Nigerians being held captive across the country. It is now an indisputable fact that governance has completely collapsed under this administration. The situation reflects a total lack of capacity and compassion, compounded by glaring insensitivity. Amid such an apparent display of incompetence, the President should either resign or, at the very least, abstain from seeking re-election for the sake of our dear country. This call is patriotic, not political. A new Nigeria is POssible. -PO
