Federal Prosecutors: Alleged Tren de Aragua Members Charged in Brutal Kidnapping and Killing of Chicago Teen Federal authorities have charged three alleged members of the Venezuelan gang Tren de Aragua in connection with the kidnapping and killing of an 18-year-old man on Chicago’s South Side, according to an announcement made Wednesday by U.S. Attorney Andrew Boutros. According to federal prosecutors, the victim was abducted from a South Side park, taken to an apartment where he was restrained for several hours, and later transported to a vacant building. Investigators allege he was severely beaten before being shot multiple times. The Cook County Medical Examiner’s Office determined that the victim’s death resulted from blunt force injuries sustained during the assault, despite the multiple gunshot wounds. The allegations correspond with the May 18 kidnapping and death of Cristian Jose Rojas Barrios, who was reportedly taken while walking near Meyering Park. Authorities say his body was discovered the following day inside a vacant building in the Greater Grand Crossing neighborhood after his mother received a phone call from Venezuela directing her to its location. Chicago police later recovered three spent shell casings at the scene. Federal prosecutors have charged Kleiver Monasterio Briceno, 20, Jose Pacheco Torres, 26, and a third unidentified individual with kidnapping, conspiracy to commit kidnapping, and kidnapping resulting in death. Court records indicate that both publicly identified defendants were previously facing separate felony gun cases in Cook County and had been released on court-ordered electronic monitoring despite prosecutors requesting detention. According to court records, Monasterio Briceno was arrested in September 2025 on a firearm charge. Although prosecutors sought to keep him detained, he was released on electronic monitoring. After failing to appear for a scheduled court hearing in January, an arrest warrant was issued and remains outstanding. Pacheco Torres was arrested in February 2026 on a separate firearm charge and was also released on electronic monitoring over prosecutors’ objections. Court filings later showed multiple alleged violations of his monitoring conditions. After serving a seven-day jail sanction for those violations, his court-approved movement hours were expanded before his release back into the monitoring program. The federal case has renewed scrutiny of Cook County’s pretrial release system and the supervision of defendants released while awaiting trial. Chicago just went through a couple of storms, and once again we’re seeing the same issue across too many, neighborhoods downed trees and debris still sitting in our streets days later. Citizens are complaining, and upset . I just took videos of the mess still sitting in our communities after this storm, blocks long, full of downed trees, debris, and blocked areas that have not been addressed. Citizens deserve better response times and better coordination. This is not just about cleanup, it’s about safety, access for emergency vehicles, and basic city services working when people need them most. The Chicago Department of Streets and Sanitation is responsible for tree removal in the public right-of-way and debris cleanup, and the city must ensure these crews are fully deployed and prioritized to the hardest-hit areas immediately after storms. We are paying them a lot of money, and communities should not be left waiting while hazards remain on sidewalks, streets, and parkways. I will be addressing this at the next meeting. We need faster response, better planning, and real accountability so that after every storm, cleanup is immediate—not delayed. Ward Visits , Veterans, Small Business & Seniors. Yesterday I had the honor of visiting multiple communities across Chicago. First stop was the 45th Ward Flag Day Ceremony at Gladstone Park Chamber of Commerce, celebrating the 250th birthday of the American flag. I want to thank all of our Veterans for your service, sacrifice, and dedication. We appreciate you, we thank you, and we love you. It was also good to see 45th Ward Alderman James Gardiner and Dale Tippett as we came together to honor our nation’s heroes. Second stop was lunch at Bust Outs, a local small business with Alderman Jim Gardiner. This is exactly what we should see in our neighborhoods, creative Chicago-owned businesses building jobs, culture, and community. I had the Brown Line Burger, and it was excellent. As Mayor, I will cut red tape, improve safety, and support small businesses so they can truly thrive. Final stop was Premier Senior Living at Norwood Crossing in the 41st Ward, where I met, spoke with, and hugged some of our amazing seniors. They shared their stories and what matters most to them, and I’m coming back because their voices matter. I look forward to bringing something uplifting on my next visit. We're coming for those seats. Listen, Chicago , it's going to take all of us to save this city. The political machine is already preparing for the next mayoral race, and they're going to promise you everything they could have already done while they're in office right now. Most of the people talking about running for mayor already hold elected office. They vote on budgets, approve spending, and have access to information the public doesn't. So where were they when crime was rising, businesses were leaving, taxes were increasing, and Chicago's finances were being mismanaged? Many of them helped create the problems they're now promising to fix. Chicago cannot keep playing musical chairs with the same political insiders and expect different results. Take Lincoln Yards. In 2019, City Council approved a TIF projected at up to $900 million. Some analyses estimate the total commitment could reach approximately $1.3 billion when financing costs are included. Now it's 2026. How much has been spent? What has been completed? What return have taxpayers received? Who benefited? And here's what I don't understand. Susan Mendoza wants to now criticize Brandon Johnson over TIF spending, but she's been in office for years too. Susan Mendoza is the Illinois Comptroller. Her office's responsibility includes processing and issuing state payments authorized by law. If things were so broken, where was the alarm years ago? Why are so many politicians suddenly discovering problems when campaign season is approaching, and their planning on running for Mayor? Chicago doesn't need another machine candidate. Mayor Johnson says we should be encouraged because there were zero homicides. But Chicagoans saw teen takeovers, dozens of shootings, more than 50 arrests, businesses disrupted, and five police officers injured. Public safety is not measured only by whether someone dies. It's measured by whether citizens feel safe walking their neighborhoods, riding the CTA, shopping downtown, going to work, and letting their children play outside without fear. Thank God for the doctors, nurses, paramedics, and first responders who saved lives. They deserve our gratitude and recognition. Citizens are concerned. Chicago police responded to a welfare check Tuesday night in the 6800 block of South Perry Avenue in the Greater Grand Crossing neighborhood after an 18‑year‑old’s mother received a distressing phone call from someone in Venezuela claiming her son had been kidnapped. Body Discovered With Hands Tied Behind Back. Officers found Cristian Jose Rojas Barrios, 18, shot multiple times , in the chest and leg , and lying face‑down in a bathtub with his hands tied behind his back. Three 9 mm shell casings were found near his body. The Cook County medical examiner ruled his death a homicide In South Shore, three women were shot execution-style in an alley. Federal authorities later arrested an alleged Tren de Aragua gang member in connection with the murders. Chicagoans also remember the horrifying South Shore Drive case where a illegal alien murdered another illegal alien, and allegedly hid the victim’s body in concrete inside a building. Enough is enough. As Mayor, I will be TOUGH on crime. My administration will focus on preventive measures, not reactive ones. End sanctuary city status. Work directly with the federal government and federal law enforcement agencies. Lock up repeat violent offenders instead of releasing them back onto the streets. Fully support our police, but hold them accountable. Establish a Retaliation Prevention Task Force to stop cycles of violence before they escalate. Revamp CPD homicide and detective units. We must solve crimes. Expand intelligence-sharing with the FBI, DHS, ATF, and U.S. Marshals. Increase community tip programs and youth intervention programs, such as recreation, sports, job training, trades, mentorship, drug and alcohol rehabilitation, and alternative education/methods. Chicagoans deserve safe neighborhoods, accountability, and leadership that puts citizens first.
