Belgium's argument here is simply meritless. Section 27 permits suspension of implementation of any disciplinary measure.
Belgium merely cites the general rules stating that a red card results in automatic suspension for the next match. That is not the issue.
The issue is that implementation of any disciplinary measure (such as a suspension resulting from a red card) can be suspended by the FIFA judicial body, at its discretion. Belgium doesn't even try to argue that an "automatic" red card suspension cannot be suspended pursuant to Section 27, nor can it, because there is no textual support for such an argument.
Belgium might disagree with the FIFA judicial body's exercise of discretion under Section 27, but they cannot argue that the FIFA judicial body does not have such discretion under these circumstances. They are simply and transparently wrong based on the plain language of the rules.
