A student advances only once material is genuinely understood, not once a minimum threshold has been cleared to satisfy an administrative requirement. 7) There must be no financial incentives to artificially inflate performance statistics 8) No federal money at all for schools. They should be funded at the state level only. 9) School should be voluntary, and should not last longer than necessary; Shorter school days Fewer days of school before graduation for basic levels 10) No expectation of equal accomplishment; Students advance to their limit and "graduate" rather holding all students to the same standard.
